Our ultra10 does not mop or vac

It’s filled with water but for some reason the mop pads do not get wet at all and it never mops any area. It barely vacuums, it leaves hair behind all the time and yes I’ve opened it up and taken any debris in on it

How can I get this vacuum to quit smelling. I’ve cleaned every thing I can but still smells?
