Base connection to upright portion

Is the base supposed to lock in place so you can lean the vacuum back while rolling it through the house after cleaning? I've tried over and over putting the handle in the upright position and then trying to get the entire vacuum to lean back slightly so I can roll it on the back wheels. The base just stays down to the floor when I try to tip it back. With it not tipping back it doesn’t want to roll forward when its off so I can put it away.
I have to manually lift the base and lean it back with the handle in order for the entire vacuum to lean back so I can push it on the back wheels.
