Soap dispenser

The soap in my dispenser has been at the same level for many cleans. I’ve had to fill the clean water and empty a lot of dirty water, but the soap level remains the same. How do I get it to clean with soap?

Mine is also not using intended cleaner. I have been putting some in my clean water tank. Looks like no one is answering this question.
