Pairing code?

Trying to link my device to my google home, but its asking for an 11 or 21 # pairing code. It says it can be found on the device or in the packaging paperwork... and ive found an 18 digit code, but not an 11 nor a 21. Help please! When clicking the cant find option this is what comes up (see next photo). I've scanned every dang qr code and none of them work.
