Device won’t charge

My device keeps saying it’s offline but appears it’s because it won’t charge.  The lights blink on for a moment and then go off.  We even purchased a new battery and it didn’t work.  We’ve checked all connections and verified the signal to the unit is good.  Any ideas

What unit is this?

Mine keeps moving around like it can’t locate the dock. It won’t charge even when it’s on the dock
