I’m just confused as to why this water is sitting in the basin of the vacuum, is this level normal it seems excessive? I have checked for blocks.

This seems like excessive water to me. Is this what is left after performing a cleaning cycle? Try performing a manual wash by going to Dock->Dock Settings -> Clean the washboard base manually
